Guide to Applying for a Criminal Record Certificate for Foreigners in Vietnam

A Criminal Record Certificate (LLTP) is an official document issued by the competent authorities in Vietnam, certifying whether an individual has a criminal record. Foreigners may need an LLTP for visa applications, work permits, or other legal procedures in Vietnam. Below, Zora Consulting will provide detailed instructions on the procedure for applying for a temporary residence permit for foreigners:
1. Eligibility for a Criminal Record Certificate
- Foreigners who have resided or are currently residing in Vietnam.
- Foreigners who have previously worked or studied in Vietnam and require an LLTP for use in another country.
2. Issuing Authority
The Department of Justice in the province/city where the foreigner resides or has resided.

3. Required Documents
- Application form for an LLTP (Form No. 03/2013/TT-LLTP).
- Passport with a valid visa (certified copy and original for verification).
- Temporary residence confirmation issued by the local police.
- Power of attorney (if authorizing someone else to submit the application).
4. Application Submission Methods
Direct submission at the Department of Justice or the National Center for Criminal Records.
5. Processing Time
- Standard processing: 10 - 15 working days.
- If additional verification is required: Up to 30 days.
6. Fees
Standard fee: 200,000 - 300,000 VND.
7. Receiving the Result
- Collect in person at the submission location.
- Receive via postal service if registered in advance.
Important Notes:
- Arrive early in the morning or at the beginning of the afternoon to get a queue number and avoid long waiting times.
- Dress appropriately when visiting the Department of Justice (e.g., long pants, shirts with sleeves).
- Ensure all required documents are fully prepared, including the original passport with a valid visa or temporary residence card.
- If the applicant has already left Vietnam, they may authorize someone else to apply on their behalf.
