New policy: Global talent and top CEOs granted visa exemption to Vietnam

In an effort to promote international integration and attract high-quality human resources, the Government of Vietnam has issued Decree 221/2025/NĐ-CP, granting temporary visa exemptions for specific groups that contribute to socio-economic development.
1. Eligible beneficiaries
- Investors, leaders of top global corporations and enterprises: Must be from the “Top 100 largest market capitalization companies in the world” list published by reputable organizations.
- Scholars, experts, scientists, professors at universities and research institutes; chief engineers; high-quality digital technology personnel: Must meet professional criteria as regulated.
- Influential figures in culture, arts, sports, tourism: For example, football players on the “Top 100 footballers in the world” list who have accepted invitations to play for domestic clubs.
- High-profile guests, such as those invited by senior leaders (General Secretary, State President, Prime Minister, etc.) or major agencies/organizations.
2. Forms of Visa exemption and validity
- Special visa exemption cards are issued in two formats: electronic or physical chip-attached cards, both with equal legal validity.
- Valid for up to 5 years, with multiple entries allowed. Cardholders are usually granted an additional temporary residence of 90 days per entry. If the card validity is shorter than 90 days, the temporary stay will match the card’s validity.

3. Conditions for application
- A valid passport.
- For diplomatic guests: an official notification from the hosting agency.
- For experts, investors, artists, athletes, etc.: a written request from a competent ministry, branch, or organization.
- The Ministry of Public Security has the authority to revoke the visa exemption card if the holder no longer meets the requirements or upon request from competent authorities.
